ISO 45001 Integrated Management System Manual (IMS1)
For an organisation working to ISO 45001:2018, the IMS1 Integrated Management System Manual gives the OH&S management system its framework. Section 7 Health & Safety Management carries the ISO 45001 detail - top management commitment, the consultation and participation of workers, emergency arrangements, accident investigation, hazard identification and risk assessment, and the control of contractors.
It is a combined ISO 9001 and ISO 45001 manual, so Sections 1 to 5 supply the rest of the management system - scope, context, policies and objectives, responsibilities, competence, communication, internal audit and management review - with ISO 9001 quality content included. The H&S Lead in 2.2 keeps risk assessments and accident reporting on track, while top management takes overall accountability in 7.1.1.
What the Manual Covers
- Sections 1 to 5 - the common framework, with health and safety running through it: a health and safety legislation table in 1.6, P-3 Health & Safety Policy and OH&S objectives, the H&S Lead's responsibilities, a work environment that covers stress and burnout, purchasing and sub-contractors, and internal audit and management review
- 7.1 Commitment to Health and Safety at Work - top management accountability, a culture that supports the OH&S system, protection from reprisals, and consultation and participation through training, toolbox talks, risk assessments and a focus committee
- 7.2 Health and Safety at Work - Guidance and Arrangements - reporting concerns and the right to remove yourself from imminent and serious danger, emergency preparedness and first aid, stress and wellbeing, legal requirements and evaluation of compliance, performance evaluation and communication
- 7.3 Health and Safety Procedure - a short procedure for what happens where essential requirements are not met, covering documents and first aid, training, risk assessments and PPE
- 7.4 Accident, Incident and Near Miss Reporting - immediate action, reporting all accidents, incidents, near misses and work-related ill health, and investigation with the workers involved
- 7.5 Hazard Identification and Risk Assessment - proactive hazard identification, risk assessment before work starts, the hierarchy of controls, change, OH&S opportunities, inspections, and contractors at shared workplaces
- 7.6 Health & Safety Procedures and Policies - the list of health and safety documents and records in use
Built for ISO 45001
- The topics non-managerial workers are consulted on and take part in, set out in 7.1.2, with focus committee meetings recorded on F-Q22 Focus Committee
- No work starts without a suitable risk assessment in place, with assessments recorded on the hazard and risk assessment register
- Accident statistics analysed for trends and used to set health and safety objectives
- Health and safety terms such as hierarchy of controls, incident and OH&S risk explained in Appendix iii
Who Needs an ISO 45001 Manual?
Organisations implementing ISO 45001, such as construction, maintenance and manufacturing businesses, use IMS1 to show how their health and safety arrangements fit together under one management system. It suits SMEs that already have risk assessments and a health and safety policy and need the structure around them - consultation, objectives, audits and management review. The ISO 9001 content in Sections 1 to 5 can be kept, or partly removed where quality certification is not needed.
Included in the ISO 45001 Toolkit
This manual is part of the ISO 45001 Toolkit, where it is supplied with the IMS1 Manual Guidance and the registers, forms, policies and procedures it refers to.
Using the Manual
Where an existing health and safety policy sets out your arrangements, IMS1 can point to it with any duplicate content removed. Name the H&S Lead in 2.2, add where competent advice comes from in 7.2.4, and list the health and safety documents in use in 7.6. 7.5 relies on the supplied risk assessment forms and register, so if your own system is used, check it covers the same points.

IMS1 Guidance explains Section 7 in detail, including what an auditor will usually look for on consultation and participation. P-14 Whistleblowing Policy backs up the protection from reprisals in 7.2.1, F-IMS22 Interested Parties Register and F-IMS23 Opportunities and Risks Register hold the interested parties, key risks and the opportunities register used for OH&S opportunities, and I-C-IMS Implementation Checklists help check each part is in place before certification.
